Chinese and Urdu are also spoken by Northern Ireland's Asian communities. According to the most recent census returns, Chinese is now the second most widely spoken language, though the 8000-strong Chinese community — while often referred to as the "third largest" community in Northern Ireland — is tiny by international standards. With its improved international reputation, Northern Ireland has recently witnessed rising numbers of tourists who come to appreciate the area's unique heritage. Attractions include cultural festivals, musical and artistic traditions, countryside and geographical sites of interest, pubs, welcoming hospitality and sports (especially golf and fishing). Under the Belfast Agreement (also known as the Good Friday Agreement) and Article 3 of the constitution a North-South Ministerial Council and six North-South Implementation Bodies coordinate activities and exercise a limited governmental role within certain policy areas across the whole island of Ireland. The Implementation Bodies have limited executive authority in six policy areas. Meetings of the Council take the form of meetings between ministers from both the Republic's Government and the Northern Ireland Executive. As archaeological evidence from sites such as the Céide Fields in County Mayo and Lough Gur in County Limerick demonstrates, farming in Ireland is an activity that goes back to the very beginnings of human settlement. In historic times, texts such as the Táin Bó Cúailinge show a society in which cattle represented a primary source of wealth and status. Little of this had changed by the time of the Norman conquest of Ireland in the 12th century. Giraldus Cambrensis portrays a Gaelic society in which cattle farming and transhumance is the norm. Three hundred years later, the society depicted in Edmund Spenser's A View of the Present State of Ireland had changed remarkably little. Even today, when a quarter of the population of the Republic lives in Dublin, the cattle population is of the order of 6.7 million. The total population of humans on the island, north and south, only just approaches this figure. Ireland is divided into four provinces: Connacht (or Connaught), Leinster, Munster and Ulster. These were further divided into 32 counties for administrative purposes. Six counties remain in the United Kingdom as Northern Ireland following Ireland's partition in 1922 (the remaining 26 forming present-day Republic of Ireland); these county boundaries no longer exist in Northern Ireland for administrative purposes, apart from Fermanagh. In the Republic, the county boundaries are still adhered to for local government, albeit with Tipperary and Dublin subdivided (some cities also have their own administrative regions). For election constituencies, some counties are merged or divided, but constitutionally the boundaries have to be observed. Across Ireland, the 32 counties are still used in sports and in some other cultural areas and retain a strong sense of local identity. The state was neutral during World War II but offered some assistance to the Allies. In 1949 the state was declared to be a republic; since that time it has been commonly referred to as the "Republic of Ireland". The state was plagued by poverty and emigration until the 1990s. That decade saw the beginning of unprecedented economic success, in a phenomenon known as the "Celtic Tiger". By the early 2000s, it had become one of the richest countries (in terms of GDP per capita) in the European Union, moving from being a net recipient to a net contributor and from a population with net emigration to one with net immigration. Ireland is an island in north-western Europe. The first settlers arrived between 8000 and 7000 BC; these were followed by the first Celtic-speaking people between 700 and 500 BC and Viking settlers in the ninth century AD. Until the fifteenth century Ireland was a patch-work of competing kingdoms and over-kingdoms. English involvement in Ireland began with the arrival of the Normans in the tenth century, but England did not have full control until the whole island had been conquered in 1609.
