Under the Belfast Agreement (also known as the Good Friday Agreement) and Article 3 of the constitution a North-South Ministerial Council and six North-South Implementation Bodies coordinate activities and exercise a limited governmental role within certain policy areas across the whole island of Ireland. The Implementation Bodies have limited executive authority in six policy areas. Meetings of the Council take the form of meetings between ministers from both the Republic's Government and the Northern Ireland Executive. Ireland (Éire in Irish) is the third-largest island in Europe. It lies on the west side of the Irish Sea, close to the island of Great Britain. It is composed of the Republic of Ireland which covers five sixths of the island (south, east, west and north-west) and Northern Ireland, a part of the United Kingdom, which covers the northeastern sixth of the island. The population of the island is approximately 5.7 million people, most of whom live on the east coast. Northern Ireland was covered by an ice sheet for most of the last ice age and on numerous previous occasions, the legacy of which can be seen in the extensive coverage of drumlins in Counties Fermanagh, Armagh, Antrim and particularly Down. The centrepiece of Northern Ireland's geography is Lough Neagh, at 392 km˛ the largest freshwater lake in the British Isles. A second extensive lake system is centred on Lower and Upper Lough Erne in Fermanagh. The head of state is the President of Ireland. In keeping with the state's parliamentary system of government the President exercises largely a ceremonial role but does possess certain reserve powers. The presidency is open to all citizens who are at least 35. They are directly elected by secret ballot under the Alternative Vote. A candidate may also be chosen by a consensus among the political parties, in which case it is unnecessary to proceed to a ballot. The President is elected to a seven year term; no candidate may serve more than two terms. In carrying out certain of her constitutional functions, the President is aided by the Council of State. Many Irish urban centres developed as garrison towns during the years of British rule and this fact contributed towards their particular character. Another significant factor was the fact thar the Industrial Revolution had a limited impact in Ireland. Belfast had its shipbuilding and a number of towns in Ulster had mechanised linen industries, but the majority of towns developed primarily as commercial and administrative centres. By the end of the 20th century, over 50% of the population lived in these urban areas. Chinese and Urdu are also spoken by Northern Ireland's Asian communities. According to the most recent census returns, Chinese is now the second most widely spoken language, though the 8000-strong Chinese community — while often referred to as the "third largest" community in Northern Ireland — is tiny by international standards. Northern Ireland is an administrative region and one of four constituent parts of the United Kingdom. It is located on the island of Ireland, where it shares a land border with the Republic of Ireland, the only part of the United Kingdom with a land border. It covers 14,139 square kilometres (5,459 square miles) in the north-east of the island of Ireland, about a sixth of the total area of the island, and has a population of 1,685,000 (April 2001) — between a quarter and a third of the total island's population. The Constitution of Ireland guarantees the rights of the family and the institution of marriage. However, the reality is that social and economic change in recent years has brought about significant changes in family life in the Republic. According to figures published in September, 2004, 31% of all births in the Republic of Ireland occur outside marriage. This compares with 5% in 1980. The average of mothers having their first child was 30 and the fertility is an average of 1.98 children. The late nineteenth and early twentieth centuries saw a vigorous but unsuccessful campaign for Irish home rule, followed by the eclipse of moderate nationalism by militant separatism. In 1922, following the Anglo-Irish War, the twenty-six counties of Ireland seceded from the United Kingdom as the Irish Free State. The remaining six, in the north-east, remained within the Union as Northern Ireland. Secession for southern Ireland led directly to the Civil War, as militant nationalists split into two factions and turned against one another. Ireland is an island in north-western Europe. The first settlers arrived between 8000 and 7000 BC; these were followed by the first Celtic-speaking people between 700 and 500 BC and Viking settlers in the ninth century AD. Until the fifteenth century Ireland was a patch-work of competing kingdoms and over-kingdoms. English involvement in Ireland began with the arrival of the Normans in the tenth century, but England did not have full control until the whole island had been conquered in 1609. Most Northern Irish Catholics support unification, although opinion polls have shown a minority who support remaining part of the UK, usually while continuing to support nationalist political parties. This proportion has slowly but steadily declined over the course of the Troubles. The proportion of Protestants who wish to join the Republic is smaller. There are also considerable numbers of people who give ambiguous answers to questions about the future constitutional status of Northern Ireland. For a comparatively small country, Ireland has made a disproportionate contribution to world literature in all its branches. The works that are best known outside the country are in English, but Irish Gaelic also has the most significant body of written literature, both ancient and recent, of any Celtic language, in addition to a strong oral tradition of legends and poetry. Poetry in Irish represents the oldest vernacular poetry in Europe, with the earliest examples dating from the 6th century. In more recent times, Ireland has produced four winners of the Nobel Prize for Literature; George Bernard Shaw, William Butler Yeats, Samuel Beckett and Seamus Heaney The culture of the people living on the island of Ireland is far from monolithic. Many notable cultural divides exist between the rural people and city dwellers, between the Catholic and Protestant people of Northern Ireland, between the Irish-speaking people within and without the Gaeltacht regions and the English-speaking majority population, between the settled people and the Travellers, and, increasingly, between new immigrants and the native population. The Irish tradition of folk music and dance is also widely known. In the middle years of the 20th century, as Irish society was attempting to modernise, traditional music fell out of favour to some extent, especially in urban areas. Young people at this time tended to look to Britain and, particularly, the United States as models of progress and jazz and rock and roll became extremely popular. During the 1960s, and inspired by the American folk music movement, there was a revival of interest in the Irish tradition. This revival was inspired by groups like The Dubliners, the Clancy Brothers and Sweeney's Men and individuals like Sean Ó Riada. Ireland is well supplied with museums and art galleries and offers, especially during the summer months, a wide range of cultural events. These range from arts festivals to farming events. The most popular of these are the annual Dublin Saint Patrick's Day Festival which attracts on average 500,000 people and the National Ploughing Championships with an attendance in the region of 400,000. There are also a number of Summer Schools on topics from traditional music to literature and the arts.
