The parliament of the Republic of Ireland is the Oireachtas. The Oireachtas consists of the President and two houses: Dáil Éireann and Seanad Éireann (also known as the Senate). The Dáil is by far the dominant tier of the legislature. The President may not veto laws in most circumstances and the Senate may only delay legislation. Northern Ireland has been a major factor in Irish politics since the island of Ireland was divided between Northern Ireland and the twenty-six county southern state in 1920. The creation of Northern Ireland led to conflict between northern nationalists (mostly Catholic) who seek unification with the independent southern state and Unionists (mostly Protestant) who wish for Northern Ireland to remain within the United Kingdom. This conflict exploded into a violent conflict in the late sixties known as the 'Troubles' involving groups such as the Provisional IRA, loyalist paramilitaries, the police and the British army. The Troubles have caused thousands of deaths in Northern Ireland but have also spilled over into bombings and acts of violence on Great Britain and in the Republic of Ireland. Prior to the Government of Ireland Act 1920 the island had existed for centuries as one unified political entity, either on its own (as the Lordship of Ireland, the Kingdom of Ireland) or as part of the United Kingdom of Great Britain and Ireland. Prior to English rule in mediæval times the island was made up of a patchwork of small kingdoms that were people and clan rather than territory-based. At the top of this system was the Ard Ri or High King of Ireland. See Irish States (1171-present). Under the Belfast Agreement (also known as the Good Friday Agreement) and Article 3 of the constitution a North-South Ministerial Council and six North-South Implementation Bodies coordinate activities and exercise a limited governmental role within certain policy areas across the whole island of Ireland. The Implementation Bodies have limited executive authority in six policy areas. Meetings of the Council take the form of meetings between ministers from both the Republic's Government and the Northern Ireland Executive. The whole of Northern Ireland has a temperate maritime climate, rather wetter in the west than the east although cloud cover is persistent across the region. The weather is unpredictable at all times of the year, and although the seasons are distinct they are considerably less pronounced than in interior Europe or the eastern seaboard on North America. Average daytime maximums in Belfast are 6.5°C in January and 17.5°C in July. The damp climate and extensive deforestation in the 16th and 17th Centuries results in much of the region being covered in rich green grassland. Prior to 1801 Ireland enjoyed a self-governing status under the Parliament of Ireland, but was ruled by its Anglo-Irish, Protestant minority. In 1801 this parliament was abolished and Ireland became an integral part of a new United Kingdom of Great Britain and Ireland under the Act of Union. In 1922, after the War of Independence, the southern twenty-six counties of Ireland seceded from the United Kingdom (UK) and became the independent state known today as the 'Republic of Ireland'. The remainder of the island, known as 'Northern Ireland', remained part of the UK. The state was neutral during World War II but offered some assistance to the Allies. In 1949 the state was declared to be a republic; since that time it has been commonly referred to as the "Republic of Ireland". The state was plagued by poverty and emigration until the 1990s. That decade saw the beginning of unprecedented economic success, in a phenomenon known as the "Celtic Tiger". By the early 2000s, it had become one of the richest countries (in terms of GDP per capita) in the European Union, moving from being a net recipient to a net contributor and from a population with net emigration to one with net immigration. A significant recent change to pub culture in Ireland has been the introduction of a smoking ban, in all workplaces, which includes pubs and restaurants. The ban was introduced on 29 March 2004. A majority of the population support the ban, including a significant percentage of smokers. Nevertheless, the atmosphere in pubs has changed greatly as a result, regardless of whether it has boosted or lowered sales, or whether it is a "good thing" or a "bad thing". For much of their existence electricity networks in the Republic of Ireland and Northern Ireland were entirely separate. Both networks were designed and constructed independently, but are now connected with three interlinks and also connected by Northern Ireland Electricity (NIE) though Great Britain to mainland Europe. The Electricity Supply Board (ESB) in the Republic drove a rural electrification programme in the 1940s until the 1970s. Ireland (Éire in Irish) is the third-largest island in Europe. It lies on the west side of the Irish Sea, close to the island of Great Britain. It is composed of the Republic of Ireland which covers five sixths of the island (south, east, west and north-west) and Northern Ireland, a part of the United Kingdom, which covers the northeastern sixth of the island. The population of the island is approximately 5.7 million people, most of whom live on the east coast. Ireland is well supplied with museums and art galleries and offers, especially during the summer months, a wide range of cultural events. These range from arts festivals to farming events. The most popular of these are the annual Dublin Saint Patrick's Day Festival which attracts on average 500,000 people and the National Ploughing Championships with an attendance in the region of 400,000. There are also a number of Summer Schools on topics from traditional music to literature and the arts.
