In 1998, following a Provisional IRA cease-fire, the Good Friday Agreement was concluded and attempts began to be made to restore self-government to Northern Ireland on the basis of power sharing between the two communities. Violence has greatly decreased since the signing of the accord. The all-island Kingdom of Ireland (1541-1801) was incorporated into the United Kingdom in 1801 under the terms of the Act of Union, under which the kingdoms of Ireland and Great Britain merged under a central parliament, government and monarchy based in London. In the early 20th century Unionists, led by Sir Edward Carson, opposed the introduction of Home Rule in Ireland. Unionists were in a minority on the island of Ireland as a whole, but formed a majority in the northern province of Ulster. Therefore, after the First World War, Ireland was partitioned in 1921 under the terms of the Government of Ireland Act 1920 between six of the nine Ulster counties in the northeast (forming Northern Ieland) and the remaining twenty-six counties of the south and west (forming Southern Ireland and became the Irish Free State in 1922). When the latter achieved dominion status, the six Northern Ireland counties — under the procedures laid out in the Anglo-Irish Treaty, 1921 — opted out, and so remain as part of the United Kingdom. Much of the Irish calendar still today reflects the old pagan customs, with later Christian traditions also having significant influence. As in other countries, the date for observing Christmas was deliberately chosen to coincide with the winter solstice. Christmas in Ireland has several local traditions, some in no way connected with Christianity. On 6 January, which is known as "The Little Christmas" (An Nollaig Bhéag) or "The Women's Christmas" (Nollaig na mBan), there is a custom of "Wren boys" who call door to door, in times past, with a dead wren. With its improved international reputation, Northern Ireland has recently witnessed rising numbers of tourists who come to appreciate the area's unique heritage. Attractions include cultural festivals, musical and artistic traditions, countryside and geographical sites of interest, pubs, welcoming hospitality and sports (especially golf and fishing). The area now known as Northern Ireland has had a diverse history. From serving as the bedrock of Irish resistance in the era of the plantations of Queen Elizabeth and James I in other parts of Ireland, it became itself the subject of major planting of Scottish and English settlers after the Flight of the Earls in 1607 (when the native aristocracy left en masse). Northern Ireland is an administrative region and one of four constituent parts of the United Kingdom. It is located on the island of Ireland, where it shares a land border with the Republic of Ireland, the only part of the United Kingdom with a land border. It covers 14,139 square kilometres (5,459 square miles) in the north-east of the island of Ireland, about a sixth of the total area of the island, and has a population of 1,685,000 (April 2001) — between a quarter and a third of the total island's population. A number of political parties are represented in the Dáil and coalition governments are common. Neither of the two largest parties, Fianna Fáil and Fine Gael, strongly identifies itself as either a left or right-wing group. The third largest party in the state is the centre-left Labour Party. Labour is joined on the left by the Green Party, Sinn Féin and the Socialist Party. The right is represented by the Progressive Democrats who, while liberal on economic policy, are left-wing on social matters. Independent TDs (MPs) also play an important role in Irish politics. The culture of the people living on the island of Ireland is far from monolithic. Many notable cultural divides exist between the rural people and city dwellers, between the Catholic and Protestant people of Northern Ireland, between the Irish-speaking people within and without the Gaeltacht regions and the English-speaking majority population, between the settled people and the Travellers, and, increasingly, between new immigrants and the native population. The parliament of the Republic of Ireland is the Oireachtas. The Oireachtas consists of the President and two houses: Dáil Éireann and Seanad Éireann (also known as the Senate). The Dáil is by far the dominant tier of the legislature. The President may not veto laws in most circumstances and the Senate may only delay legislation. Ireland is well supplied with museums and art galleries and offers, especially during the summer months, a wide range of cultural events. These range from arts festivals to farming events. The most popular of these are the annual Dublin Saint Patrick's Day Festival which attracts on average 500,000 people and the National Ploughing Championships with an attendance in the region of 400,000. There are also a number of Summer Schools on topics from traditional music to literature and the arts. Many Irish urban centres developed as garrison towns during the years of British rule and this fact contributed towards their particular character. Another significant factor was the fact thar the Industrial Revolution had a limited impact in Ireland. Belfast had its shipbuilding and a number of towns in Ulster had mechanised linen industries, but the majority of towns developed primarily as commercial and administrative centres. By the end of the 20th century, over 50% of the population lived in these urban areas.
