The head of state is the President of Ireland. In keeping with the state's parliamentary system of government the President exercises largely a ceremonial role but does possess certain reserve powers. The presidency is open to all citizens who are at least 35. They are directly elected by secret ballot under the Alternative Vote. A candidate may also be chosen by a consensus among the political parties, in which case it is unnecessary to proceed to a ballot. The President is elected to a seven year term; no candidate may serve more than two terms. In carrying out certain of her constitutional functions, the President is aided by the Council of State. Ireland (Éire in Irish) is the third-largest island in Europe. It lies on the west side of the Irish Sea, close to the island of Great Britain. It is composed of the Republic of Ireland which covers five sixths of the island (south, east, west and north-west) and Northern Ireland, a part of the United Kingdom, which covers the northeastern sixth of the island. The population of the island is approximately 5.7 million people, most of whom live on the east coast. The Republic of Ireland is a common law jurisdiction. The judiciary consists of the Supreme Court, the High Court and many lower courts established by law. Judges are appointed by the President after being nominated by the Government and can be removed from office only for misbehaviour or incapacity, and then only by resolution of both houses of the Oireachtas. The final court of appeal is the Supreme Court, which consists of the Chief Justice and seven other justices. The Supreme Court has the power of judicial review and may declare to be invalid both laws and acts of the state which are repugnant to the constitution. In recent decades the Catholic population has increased in percentage terms within Northern Ireland, while the Presbyterian and Church of Ireland population percentages have decreased. However the decreasing size of Catholic families and the increasing use of birth control among the Catholic community and led to a slowing down in the growth of the Catholic population. Statisticians predict both communities will achieve close to parity in size, with Protestants dominant primarily to the east of Northern Ireland and Catholics dominant to the west and south. However as of 2005 most statisticians predict that Protestants will continue to slightly outnumber Catholics in Northern Ireland as a whole. As not all Catholics are nationalists, they predict a continuing majority in favour of the union with the United Kingdom. However this is disputed by a minority of statisticians. The Republic of Ireland is a sovereign, independent state. It is a representative democracy under a parliamentary system of government, with a president, prime minister and parliament. The capital city is Dublin. While there are a number of important political parties in the state, the two largest are Fianna Fáil and Fine Gael. The state is a member of the European Union. There are many references to food and drink in early Irish literature. Honey seems to have been widely eaten and used in the making of mead. The old stories also contain many references to banquets, although these may well be greatly exaggerated and provide little insight to every diet. There are also many references to fulacht fiadh. These were sites for cooking deer, and consisted of holes in the ground which were filled with water. The meat was placed in the water and cooked by the introduction of hot stones. Many fulacht fiadh sites have been identified across the island of Ireland, and some of them appear to have been in use up to the 17th century. A significant recent change to pub culture in Ireland has been the introduction of a smoking ban, in all workplaces, which includes pubs and restaurants. The ban was introduced on 29 March 2004. A majority of the population support the ban, including a significant percentage of smokers. Nevertheless, the atmosphere in pubs has changed greatly as a result, regardless of whether it has boosted or lowered sales, or whether it is a "good thing" or a "bad thing". The Irish tradition of folk music and dance is also widely known. In the middle years of the 20th century, as Irish society was attempting to modernise, traditional music fell out of favour to some extent, especially in urban areas. Young people at this time tended to look to Britain and, particularly, the United States as models of progress and jazz and rock and roll became extremely popular. During the 1960s, and inspired by the American folk music movement, there was a revival of interest in the Irish tradition. This revival was inspired by groups like The Dubliners, the Clancy Brothers and Sweeney's Men and individuals like Sean Ó Riada. A number of political parties are represented in the Dáil and coalition governments are common. Neither of the two largest parties, Fianna Fáil and Fine Gael, strongly identifies itself as either a left or right-wing group. The third largest party in the state is the centre-left Labour Party. Labour is joined on the left by the Green Party, Sinn Féin and the Socialist Party. The right is represented by the Progressive Democrats who, while liberal on economic policy, are left-wing on social matters. Independent TDs (MPs) also play an important role in Irish politics. With its improved international reputation, Northern Ireland has recently witnessed rising numbers of tourists who come to appreciate the area's unique heritage. Attractions include cultural festivals, musical and artistic traditions, countryside and geographical sites of interest, pubs, welcoming hospitality and sports (especially golf and fishing). The potato would appear to have been introduced into Ireland in the second half of the 17th century, initially as a garden crop. It eventually came to be the main food field crop of the tenant and labouring classes. As a food source, the potato is extremely efficient in terms of energy yielded per unit area of land. The potato is also a good source of many vitamins and minerals, particularly vitamin C (especially when fresh).
