Prior to the Government of Ireland Act 1920 the island had existed for centuries as one unified political entity, either on its own (as the Lordship of Ireland, the Kingdom of Ireland) or as part of the United Kingdom of Great Britain and Ireland. Prior to English rule in mediæval times the island was made up of a patchwork of small kingdoms that were people and clan rather than territory-based. At the top of this system was the Ard Ri or High King of Ireland. See Irish States (1171-present). In 1998, following a Provisional IRA cease-fire, the Good Friday Agreement was concluded and attempts began to be made to restore self-government to Northern Ireland on the basis of power sharing between the two communities. Violence has greatly decreased since the signing of the accord. Since its foundation it has been the stated long-term policy of governments of the state now called the Republic of Ireland to bring an end to the conflict in Northern Ireland and to bring about a united Ireland. Northern Ireland has also, in the past, often been a source of conflict between the Irish Government and the government of the United Kingdom. In order to find a solution to the Troubles the Irish Government became a partner in the Good Friday (Belfast) Agreement in 1998. The all-island Kingdom of Ireland (1541-1801) was incorporated into the United Kingdom in 1801 under the terms of the Act of Union, under which the kingdoms of Ireland and Great Britain merged under a central parliament, government and monarchy based in London. In the early 20th century Unionists, led by Sir Edward Carson, opposed the introduction of Home Rule in Ireland. Unionists were in a minority on the island of Ireland as a whole, but formed a majority in the northern province of Ulster. Therefore, after the First World War, Ireland was partitioned in 1921 under the terms of the Government of Ireland Act 1920 between six of the nine Ulster counties in the northeast (forming Northern Ieland) and the remaining twenty-six counties of the south and west (forming Southern Ireland and became the Irish Free State in 1922). When the latter achieved dominion status, the six Northern Ireland counties — under the procedures laid out in the Anglo-Irish Treaty, 1921 — opted out, and so remain as part of the United Kingdom. The state operates under the Constitution of Ireland, also known as Bunreacht na hÉireann, adopted in 1937. The constitution falls broadly within the liberal democratic tradition. It defines the organs of government and guarantees certain fundamental rights. The constitution may only be amended by referendum. Important constitutional referenda have concerned issues such as abortion, the status of the Catholic Church, divorce and the European Union. The head of state is the President of Ireland. In keeping with the state's parliamentary system of government the President exercises largely a ceremonial role but does possess certain reserve powers. The presidency is open to all citizens who are at least 35. They are directly elected by secret ballot under the Alternative Vote. A candidate may also be chosen by a consensus among the political parties, in which case it is unnecessary to proceed to a ballot. The President is elected to a seven year term; no candidate may serve more than two terms. In carrying out certain of her constitutional functions, the President is aided by the Council of State. Northern Ireland is an administrative region and one of four constituent parts of the United Kingdom. It is located on the island of Ireland, where it shares a land border with the Republic of Ireland, the only part of the United Kingdom with a land border. It covers 14,139 square kilometres (5,459 square miles) in the north-east of the island of Ireland, about a sixth of the total area of the island, and has a population of 1,685,000 (April 2001) — between a quarter and a third of the total island's population. Ireland is well supplied with museums and art galleries and offers, especially during the summer months, a wide range of cultural events. These range from arts festivals to farming events. The most popular of these are the annual Dublin Saint Patrick's Day Festival which attracts on average 500,000 people and the National Ploughing Championships with an attendance in the region of 400,000. There are also a number of Summer Schools on topics from traditional music to literature and the arts. Pub culture, as it is termed, pervades Irish society, across all cultural divides. The term refers to the Irish habit of frequenting public houses (pubs) or bars. Traditional pub culture is concerned with more than just drinking, even though Ireland has a recognised problem with over-consumption of alcohol, with the highest drink consumption in Europe. Per capita alcohol consumption increased by 41% in the period 1989 to 1999. Typically pubs are important meeting places, where people can gather today in the modern Ireland and meet their neighbours and friends in a relaxed atmosphere. Pubs vary widely according to the clientele they serve, and the area they are in. Best known, and loved amongst tourists is the traditional pub, with its tradional Irish music (or "trad music"), tavern-like warmness, and memorabilia filling it. Executive authority is exercised by a cabinet known simply as the Government. The Government consists of the Taoiseach (prime minister), the Tánaiste (deputy prime minister) and up to thirteen other ministers. The Taoiseach is appointed by the President, after being designated by Dáil Éireann (the lower house of parliament). The remaining ministers are nominated by the Taoiseach and approved by the Dáil. The Government must enjoy the confidence of Dáil Éireann and, in the event that they cease to enjoy the support of the lower house, the Taoiseach must either resign or persuade the President to dissolve the Dáil, in which case a general election follows. Ireland is an island in north-western Europe. The first settlers arrived between 8000 and 7000 BC; these were followed by the first Celtic-speaking people between 700 and 500 BC and Viking settlers in the ninth century AD. Until the fifteenth century Ireland was a patch-work of competing kingdoms and over-kingdoms. English involvement in Ireland began with the arrival of the Normans in the tenth century, but England did not have full control until the whole island had been conquered in 1609. Northern Ireland was covered by an ice sheet for most of the last ice age and on numerous previous occasions, the legacy of which can be seen in the extensive coverage of drumlins in Counties Fermanagh, Armagh, Antrim and particularly Down. The centrepiece of Northern Ireland's geography is Lough Neagh, at 392 km² the largest freshwater lake in the British Isles. A second extensive lake system is centred on Lower and Upper Lough Erne in Fermanagh. For a comparatively small country, Ireland has made a disproportionate contribution to world literature in all its branches. The works that are best known outside the country are in English, but Irish Gaelic also has the most significant body of written literature, both ancient and recent, of any Celtic language, in addition to a strong oral tradition of legends and poetry. Poetry in Irish represents the oldest vernacular poetry in Europe, with the earliest examples dating from the 6th century. In more recent times, Ireland has produced four winners of the Nobel Prize for Literature; George Bernard Shaw, William Butler Yeats, Samuel Beckett and Seamus Heaney
