The state operates under the Constitution of Ireland, also known as Bunreacht na hÉireann, adopted in 1937. The constitution falls broadly within the liberal democratic tradition. Neither of the two largest parties, Fianna Fáil and Fine Gael, strongly identifies itself as either a left or right-wing group. The third largest party in the state is the centre-left Labour Party. Labour is joined on the left by the Green Party, Sinn Féin and the Socialist Party. The right is represented by the Progressive Democrats who, while liberal on economic policy, are left-wing on social matters. Independent TDs (MPs) also play an important role in Irish politics. A significant recent change to pub culture in Ireland has been the introduction of a smoking ban, in all workplaces, which includes pubs and restaurants. The ban was introduced on 29 March 2004. A majority of the population support the ban, including a significant percentage of smokers. Nevertheless, the atmosphere in pubs has changed greatly as a result, regardless of whether it has boosted or lowered sales, or whether it is a "good thing" or a "bad thing". For a comparatively small country, Ireland has made a disproportionate contribution to world literature in all its branches. The works that are best known outside the country are in English, but Irish Gaelic also has the most significant body of written literature, both ancient and recent, of any Celtic language, in addition to a strong oral tradition of legends and poetry. Poetry in Irish represents the oldest vernacular poetry in Europe, with the earliest examples dating from the 6th century. In more recent times, Ireland has produced four winners of the Nobel Prize for Literature; George Bernard Shaw, William Butler Yeats, Samuel Beckett and Seamus Heaney The Republic of Ireland is a common law jurisdiction. The judiciary consists of the Supreme Court, the High Court and many lower courts established by law. Judges are appointed by the President after being nominated by the Government and can be removed from office only for misbehaviour or incapacity, and then only by resolution of both houses of the Oireachtas. The final court of appeal is the Supreme Court, which consists of the Chief Justice and seven other justices. The Supreme Court has the power of judicial review and may declare to be invalid both laws and acts of the state which are repugnant to the constitution. The whole of Northern Ireland has a temperate maritime climate, rather wetter in the west than the east although cloud cover is persistent across the region. The weather is unpredictable at all times of the year, and although the seasons are distinct they are considerably less pronounced than in interior Europe or the eastern seaboard on North America. Average daytime maximums in Belfast are 6.5°C in January and 17.5°C in July. The damp climate and extensive deforestation in the 16th and 17th Centuries results in much of the region being covered in rich green grassland. Ulster Scots comprises varieties of the Scots language spoken in Northern Ireland. Many claim it has become a separate language, descended from Scots in Scotland, whereas others question whether Scots is a separate language from English at all, or simply a collection of local dialects of Scottish and Northern Ireland Hiberno-English. The Republic of Ireland is a sovereign, independent state. It is a representative democracy under a parliamentary system of government, with a president, prime minister and parliament. The capital city is Dublin. While there are a number of important political parties in the state, the two largest are Fianna Fáil and Fine Gael. The state is a member of the European Union. In 1998, following a Provisional IRA cease-fire, the Good Friday Agreement was concluded and attempts began to be made to restore self-government to Northern Ireland on the basis of power sharing between the two communities. Violence has greatly decreased since the signing of the accord. The head of state is the President of Ireland. In keeping with the state's parliamentary system of government the President exercises largely a ceremonial role but does possess certain reserve powers. The presidency is open to all citizens who are at least 35. They are directly elected by secret ballot under the Alternative Vote. A candidate may also be chosen by a consensus among the political parties, in which case it is unnecessary to proceed to a ballot. The President is elected to a seven year term; no candidate may serve more than two terms. In carrying out certain of her constitutional functions, the President is aided by the Council of State. As archaeological evidence from sites such as the Céide Fields in County Mayo and Lough Gur in County Limerick demonstrates, farming in Ireland is an activity that goes back to the very beginnings of human settlement. In historic times, texts such as the Táin Bó Cúailinge show a society in which cattle represented a primary source of wealth and status. Little of this had changed by the time of the Norman conquest of Ireland in the 12th century. Giraldus Cambrensis portrays a Gaelic society in which cattle farming and transhumance is the norm. Three hundred years later, the society depicted in Edmund Spenser's A View of the Present State of Ireland had changed remarkably little. Even today, when a quarter of the population of the Republic lives in Dublin, the cattle population is of the order of 6.7 million. The total population of humans on the island, north and south, only just approaches this figure. Much of the Irish calendar still today reflects the old pagan customs, with later Christian traditions also having significant influence. As in other countries, the date for observing Christmas was deliberately chosen to coincide with the winter solstice. Christmas in Ireland has several local traditions, some in no way connected with Christianity. On 6 January, which is known as "The Little Christmas" (An Nollaig Bhéag) or "The Women's Christmas" (Nollaig na mBan), there is a custom of "Wren boys" who call door to door, in times past, with a dead wren. The area now known as Northern Ireland has had a diverse history. From serving as the bedrock of Irish resistance in the era of the plantations of Queen Elizabeth and James I in other parts of Ireland, it became itself the subject of major planting of Scottish and English settlers after the Flight of the Earls in 1607 (when the native aristocracy left en masse).
