The island is often referred to as being part of the British Isles. However, some people, especially in Ireland, take exception to this name, which seems to suggest that both islands belong to Britain. For this reason, "Britain and Ireland" is commonly used as a more neutral alternative. Another suggestion, although much less used, is the Islands of the North Atlantic (IONA). Prior to 1801 Ireland enjoyed a self-governing status under the Parliament of Ireland, but was ruled by its Anglo-Irish, Protestant minority. In 1801 this parliament was abolished and Ireland became an integral part of a new United Kingdom of Great Britain and Ireland under the Act of Union. In 1922, after the War of Independence, the southern twenty-six counties of Ireland seceded from the United Kingdom (UK) and became the independent state known today as the 'Republic of Ireland'. The remainder of the island, known as 'Northern Ireland', remained part of the UK. For a comparatively small country, Ireland has made a disproportionate contribution to world literature in all its branches. The works that are best known outside the country are in English, but Irish Gaelic also has the most significant body of written literature, both ancient and recent, of any Celtic language, in addition to a strong oral tradition of legends and poetry. Poetry in Irish represents the oldest vernacular poetry in Europe, with the earliest examples dating from the 6th century. In more recent times, Ireland has produced four winners of the Nobel Prize for Literature; George Bernard Shaw, William Butler Yeats, Samuel Beckett and Seamus Heaney The Anglo-Irish Treaty was narrowly ratified by the Dáil in December 1921 but was rejected a large minority, resulting in the Irish Civil War which lasted until 1923. In 1922, in the middle of this war, the Irish Free State came into being. For its first years the new state was governed by the victors of the Civil War. However in the 1930s Fianna Fáil, the party of the opponents of the treaty, were elected into government. The party introduced a new constitution in 1937 which renamed the state to simply "Ireland". Northern Ireland currently has 18 seats in the United Kingdom House of Commons. The Northern Ireland Assembly has 108 MLAs, although this is currently in suspension. It is also represented in the European Parliament with 3 seats, and at local level by 26 district councils. Chinese and Urdu are also spoken by Northern Ireland's Asian communities. According to the most recent census returns, Chinese is now the second most widely spoken language, though the 8000-strong Chinese community — while often referred to as the "third largest" community in Northern Ireland — is tiny by international standards. The whole of Northern Ireland has a temperate maritime climate, rather wetter in the west than the east although cloud cover is persistent across the region. The weather is unpredictable at all times of the year, and although the seasons are distinct they are considerably less pronounced than in interior Europe or the eastern seaboard on North America. Average daytime maximums in Belfast are 6.5°C in January and 17.5°C in July. The damp climate and extensive deforestation in the 16th and 17th Centuries results in much of the region being covered in rich green grassland. The head of state is the President of Ireland. In keeping with the state's parliamentary system of government the President exercises largely a ceremonial role but does possess certain reserve powers. The presidency is open to all citizens who are at least 35. They are directly elected by secret ballot under the Alternative Vote. A candidate may also be chosen by a consensus among the political parties, in which case it is unnecessary to proceed to a ballot. The President is elected to a seven year term; no candidate may serve more than two terms. In carrying out certain of her constitutional functions, the President is aided by the Council of State. In a number of areas, the island operates officially as a single entity, for example, in sport. The major religions, the Roman Catholic Church, the Church of Ireland and the Presbyterian Church of Ireland, are organised on an all-island basis. 92% of the population of the Republic of Ireland are Roman Catholic, and 40% in Northern Ireland. Some trades unions are also organised on an all-Irish basis and associated with the Irish Congress of Trades Unions (ICTU) in Dublin, while others in Northern Ireland are affiliated with the Trades Union Congress (TUC) in the United Kingdom. The island also has a shared culture across the divide in many other ways. Traditional Irish music, for example, though showing some variance in all geographical areas, is broadly speaking the same on both sides of the border. Irish and Scottish traditional music are similar. Ireland is an island in north-western Europe. The first settlers arrived between 8000 and 7000 BC; these were followed by the first Celtic-speaking people between 700 and 500 BC and Viking settlers in the ninth century AD. Until the fifteenth century Ireland was a patch-work of competing kingdoms and over-kingdoms. English involvement in Ireland began with the arrival of the Normans in the tenth century, but England did not have full control until the whole island had been conquered in 1609. Ireland is well supplied with museums and art galleries and offers, especially during the summer months, a wide range of cultural events. These range from arts festivals to farming events. The most popular of these are the annual Dublin Saint Patrick's Day Festival which attracts on average 500,000 people and the National Ploughing Championships with an attendance in the region of 400,000. There are also a number of Summer Schools on topics from traditional music to literature and the arts. The Republic of Ireland is a sovereign, independent state. It is a representative democracy under a parliamentary system of government, with a president, prime minister and parliament. The capital city is Dublin. While there are a number of important political parties in the state, the two largest are Fianna Fáil and Fine Gael. The state is a member of the European Union. In 1800 the Irish Parliament passed the Act of Union which, in 1801, merged the Kingdom of Ireland and the Kingdom of Great Britain to create the United Kingdom of Great Britain and Ireland. The whole island of Ireland would remain within the United Kingdom, rule directly by the UK Parliament in London. The nineteenth century saw considerable economic difficulties for Ireland, including the Great Famine of the 1840s in which about 750,000 people died and another million were forced to emigrate. There have been recent efforts in Ireland to use renewable energy such as wind energy with large wind farms being constructed in coastal counties such as Mayo and County Antrim. Recently what will be the world's largest offshore wind farm is being developed at Arklow Bank off the coast of Wicklow. It is estimated to generate 10% of Irelands energy needs when it is complete. These constructions have in some cases been delayed by opposition from locals, most recently on Achill Island, some of whom consider the wind turbines to be unsightly. Another issue in the Republic of Ireland is the failure of the aging network to cope with the varying availability of power from such installations. Turlough Hill is the only energy storage mechanism in Ireland.
