Under the Belfast Agreement (also known as the Good Friday Agreement) and Article 3 of the constitution a North-South Ministerial Council and six North-South Implementation Bodies coordinate activities and exercise a limited governmental role within certain policy areas across the whole island of Ireland. The Implementation Bodies have limited executive authority in six policy areas. Meetings of the Council take the form of meetings between ministers from both the Republic's Government and the Northern Ireland Executive. A majority of the present-day population are unionist and wish to remain part of the United Kingdom, but a significant minority, known as nationalists, want to see a united Ireland. These two views are linked to deeper cultural divisions. Unionists are predominantly Protestant and often descendants of Scottish and English (mainly Scottish) settlement in previous centuries, while nationalists are predominantly Catholic and usually descend from the Irish population predating such settlement. The conflict between these two sets of identities, including alleged discrimination against nationalists under the Stormont government (1920–72) giving rise to the nationalist "Civil Rights Movement" in the 1960s, and eventually to a long-running conflict known as The Troubles. The Republic of Ireland is a common law jurisdiction. The judiciary consists of the Supreme Court, the High Court and many lower courts established by law. Judges are appointed by the President after being nominated by the Government and can be removed from office only for misbehaviour or incapacity, and then only by resolution of both houses of the Oireachtas. The final court of appeal is the Supreme Court, which consists of the Chief Justice and seven other justices. The Supreme Court has the power of judicial review and may declare to be invalid both laws and acts of the state which are repugnant to the constitution. The culture of the people living on the island of Ireland is far from monolithic. Many notable cultural divides exist between the rural people and city dwellers, between the Catholic and Protestant people of Northern Ireland, between the Irish-speaking people within and without the Gaeltacht regions and the English-speaking majority population, between the settled people and the Travellers, and, increasingly, between new immigrants and the native population. In 1800 the Irish Parliament passed the Act of Union which, in 1801, merged the Kingdom of Ireland and the Kingdom of Great Britain to create the United Kingdom of Great Britain and Ireland. The whole island of Ireland would remain within the United Kingdom, rule directly by the UK Parliament in London. The nineteenth century saw considerable economic difficulties for Ireland, including the Great Famine of the 1840s in which about 750,000 people died and another million were forced to emigrate. A ring of coastal mountains surrounds low central plains. The highest peak is Carrauntuohill (Irish: Corrán Tuathail), which is 1041 m (3414 feet). The island is bisected by the River Shannon, at 113 km (70 mi) the longest river in Ireland or Britain. The island's lush vegetation, a product of its mild climate and frequent but soft rainfall, earns it the sobriquet "Emerald Isle". Ireland is an island in north-western Europe. The first settlers arrived between 8000 and 7000 BC; these were followed by the first Celtic-speaking people between 700 and 500 BC and Viking settlers in the ninth century AD. Until the fifteenth century Ireland was a patch-work of competing kingdoms and over-kingdoms. English involvement in Ireland began with the arrival of the Normans in the tenth century, but England did not have full control until the whole island had been conquered in 1609. The Constitution of Ireland guarantees the rights of the family and the institution of marriage. However, the reality is that social and economic change in recent years has brought about significant changes in family life in the Republic. According to figures published in September, 2004, 31% of all births in the Republic of Ireland occur outside marriage. This compares with 5% in 1980. The average of mothers having their first child was 30 and the fertility is an average of 1.98 children. The island is often referred to as being part of the British Isles. However, some people, especially in Ireland, take exception to this name, which seems to suggest that both islands belong to Britain. For this reason, "Britain and Ireland" is commonly used as a more neutral alternative. Another suggestion, although much less used, is the Islands of the North Atlantic (IONA). A significant recent change to pub culture in Ireland has been the introduction of a smoking ban, in all workplaces, which includes pubs and restaurants. The ban was introduced on 29 March 2004. A majority of the population support the ban, including a significant percentage of smokers. Nevertheless, the atmosphere in pubs has changed greatly as a result, regardless of whether it has boosted or lowered sales, or whether it is a "good thing" or a "bad thing".
