The Republic of Ireland is a common law jurisdiction. The judiciary consists of the Supreme Court, the High Court and many lower courts established by law. Judges are appointed by the President after being nominated by the Government and can be removed from office only for misbehaviour or incapacity, and then only by resolution of both houses of the Oireachtas. The final court of appeal is the Supreme Court, which consists of the Chief Justice and seven other justices. The Supreme Court has the power of judicial review and may declare to be invalid both laws and acts of the state which are repugnant to the constitution. In recent decades the Catholic population has increased in percentage terms within Northern Ireland, while the Presbyterian and Church of Ireland population percentages have decreased. However the decreasing size of Catholic families and the increasing use of birth control among the Catholic community and led to a slowing down in the growth of the Catholic population. Statisticians predict both communities will achieve close to parity in size, with Protestants dominant primarily to the east of Northern Ireland and Catholics dominant to the west and south. However as of 2005 most statisticians predict that Protestants will continue to slightly outnumber Catholics in Northern Ireland as a whole. As not all Catholics are nationalists, they predict a continuing majority in favour of the union with the United Kingdom. However this is disputed by a minority of statisticians. The Constitution of Ireland guarantees the rights of the family and the institution of marriage. However, the reality is that social and economic change in recent years has brought about significant changes in family life in the Republic. According to figures published in September, 2004, 31% of all births in the Republic of Ireland occur outside marriage. This compares with 5% in 1980. The average of mothers having their first child was 30 and the fertility is an average of 1.98 children. The vast majority of the population of Northern Ireland identifies with one of two different groups, unionists and nationalists. Both sides of the community are often described by their predominant religious attachments. Unionists are predominantly Protestant (the major Protestant faith is Presbyterianism, the second in terms of size is the Church of Ireland), while nationalists are predominantly Catholic. However, contrary to widespread belief, not all Catholics necessarily support nationalism, and not all Protestants necessarily support unionism. It is also important to note that, in parallel with other parts of Europe, the proportion of the population practising their religious beliefs has fallen dramatically in recent decades, particularly among Catholics and adherents of mainstream Protestant denominations. This has not necessarily resulted in a weakening of communal feeling. Most Northern Irish Catholics support unification, although opinion polls have shown a minority who support remaining part of the UK, usually while continuing to support nationalist political parties. This proportion has slowly but steadily declined over the course of the Troubles. The proportion of Protestants who wish to join the Republic is smaller. There are also considerable numbers of people who give ambiguous answers to questions about the future constitutional status of Northern Ireland. A ring of coastal mountains surrounds low central plains. The highest peak is Carrauntuohill (Irish: Corrán Tuathail), which is 1041 m (3414 feet). The island is bisected by the River Shannon, at 113 km (70 mi) the longest river in Ireland or Britain. The island's lush vegetation, a product of its mild climate and frequent but soft rainfall, earns it the sobriquet "Emerald Isle". The three most important international airports in the Republic are Dublin Airport, Cork Airport and Shannon Airport. All provide extensive services to the UK, Europe and North America. The Irish national airline Aer Lingus and low-cost operator Ryanair are based at Dublin. Shannon is an important stopover on trans-Atlantic route for refuelling operations. There are several smaller regional airports in the Republic (Galway Airport, Kerry Airport, Knock Airport, Sligo Airport, Waterford Airport) that mostly limit their services to Ireland and the United Kingdom. From its creation in 1921 until 1972 Northern Ireland enjoyed limited self-government within the United Kingdom, with its own parliament and prime minister. However the Protestant and Catholic communities in Northern Ireland each voted almost entirely along sectarian lines, meaning that the government of Northern Ireland was dominated by the Unionist majority which did not permit Catholics to participate in the government. The late nineteenth and early twentieth centuries saw a vigorous but unsuccessful campaign for Irish home rule, followed by the eclipse of moderate nationalism by militant separatism. In 1922, following the Anglo-Irish War, the twenty-six counties of Ireland seceded from the United Kingdom as the Irish Free State. The remaining six, in the north-east, remained within the Union as Northern Ireland. Secession for southern Ireland led directly to the Civil War, as militant nationalists split into two factions and turned against one another. Nationalist grievances at Unionist discrimination within the state eventually led to large civil rights protests in 1960s. It was during this period of civil unrest that the Provisional IRA, an extra-legal paramilitary group favouring the creation of a united Ireland, began its campaign of bombings and shootings. Other groups on both the Unionist and nationalist side also began to participate in the violence and the period known as the "Troubles" began. Owing to the civil unrest the British government suspended home rule in 1972 and imposed direct rule. There have been recent efforts in Ireland to use renewable energy such as wind energy with large wind farms being constructed in coastal counties such as Mayo and County Antrim. Recently what will be the world's largest offshore wind farm is being developed at Arklow Bank off the coast of Wicklow. It is estimated to generate 10% of Irelands energy needs when it is complete. These constructions have in some cases been delayed by opposition from locals, most recently on Achill Island, some of whom consider the wind turbines to be unsightly. Another issue in the Republic of Ireland is the failure of the aging network to cope with the varying availability of power from such installations. Turlough Hill is the only energy storage mechanism in Ireland. The state operates under the Constitution of Ireland, also known as Bunreacht na hÉireann, adopted in 1937. The constitution falls broadly within the liberal democratic tradition. It defines the organs of government and guarantees certain fundamental rights. The constitution may only be amended by referendum. Important constitutional referenda have concerned issues such as abortion, the status of the Catholic Church, divorce and the European Union.
