Ireland is well supplied with museums and art galleries and offers, especially during the summer months, a wide range of cultural events. These range from arts festivals to farming events. The most popular of these are the annual Dublin Saint Patrick's Day Festival which attracts on average 500,000 people and the National Ploughing Championships with an attendance in the region of 400,000. There are also a number of Summer Schools on topics from traditional music to literature and the arts. In recent decades the Catholic population has increased in percentage terms within Northern Ireland, while the Presbyterian and Church of Ireland population percentages have decreased. However the decreasing size of Catholic families and the increasing use of birth control among the Catholic community and led to a slowing down in the growth of the Catholic population. Statisticians predict both communities will achieve close to parity in size, with Protestants dominant primarily to the east of Northern Ireland and Catholics dominant to the west and south. However as of 2005 most statisticians predict that Protestants will continue to slightly outnumber Catholics in Northern Ireland as a whole. As not all Catholics are nationalists, they predict a continuing majority in favour of the union with the United Kingdom. However this is disputed by a minority of statisticians. For a comparatively small country, Ireland has made a disproportionate contribution to world literature in all its branches. The works that are best known outside the country are in English, but Irish Gaelic also has the most significant body of written literature, both ancient and recent, of any Celtic language, in addition to a strong oral tradition of legends and poetry. Poetry in Irish represents the oldest vernacular poetry in Europe, with the earliest examples dating from the 6th century. In more recent times, Ireland has produced four winners of the Nobel Prize for Literature; George Bernard Shaw, William Butler Yeats, Samuel Beckett and Seamus Heaney In a number of areas, the island operates officially as a single entity, for example, in sport. The major religions, the Roman Catholic Church, the Church of Ireland and the Presbyterian Church of Ireland, are organised on an all-island basis. 92% of the population of the Republic of Ireland are Roman Catholic, and 40% in Northern Ireland. Some trades unions are also organised on an all-Irish basis and associated with the Irish Congress of Trades Unions (ICTU) in Dublin, while others in Northern Ireland are affiliated with the Trades Union Congress (TUC) in the United Kingdom. The island also has a shared culture across the divide in many other ways. Traditional Irish music, for example, though showing some variance in all geographical areas, is broadly speaking the same on both sides of the border. Irish and Scottish traditional music are similar. Under the Belfast Agreement (also known as the Good Friday Agreement) and Article 3 of the constitution a North-South Ministerial Council and six North-South Implementation Bodies coordinate activities and exercise a limited governmental role within certain policy areas across the whole island of Ireland. The Implementation Bodies have limited executive authority in six policy areas. Meetings of the Council take the form of meetings between ministers from both the Republic's Government and the Northern Ireland Executive. Prior to the Government of Ireland Act 1920 the island had existed for centuries as one unified political entity, either on its own (as the Lordship of Ireland, the Kingdom of Ireland) or as part of the United Kingdom of Great Britain and Ireland. Prior to English rule in mediæval times the island was made up of a patchwork of small kingdoms that were people and clan rather than territory-based. At the top of this system was the Ard Ri or High King of Ireland. See Irish States (1171-present). Nationalist grievances at Unionist discrimination within the state eventually led to large civil rights protests in 1960s. It was during this period of civil unrest that the Provisional IRA, an extra-legal paramilitary group favouring the creation of a united Ireland, began its campaign of bombings and shootings. Other groups on both the Unionist and nationalist side also began to participate in the violence and the period known as the "Troubles" began. Owing to the civil unrest the British government suspended home rule in 1972 and imposed direct rule. Executive authority is exercised by a cabinet known simply as the Government. The Government consists of the Taoiseach (prime minister), the Tánaiste (deputy prime minister) and up to thirteen other ministers. The Taoiseach is appointed by the President, after being designated by Dáil Éireann (the lower house of parliament). The remaining ministers are nominated by the Taoiseach and approved by the Dáil. The Government must enjoy the confidence of Dáil Éireann and, in the event that they cease to enjoy the support of the lower house, the Taoiseach must either resign or persuade the President to dissolve the Dáil, in which case a general election follows. Political parties in Northern Ireland can be divided into three distinct categories: unionist parties, such as the Democratic Unionist Party, the Ulster Unionist Party, and other smaller parties such as the Progressive Unionist Party and the United Kingdom Unionist Party; nationalist parties, Sinn Féin and the Social Democratic and Labour Party (SDLP); and cross-community parties such as the Alliance Party and the Northern Ireland Women's Coalition. The vast majority of the population of Northern Ireland identifies with one of two different groups, unionists and nationalists. Both sides of the community are often described by their predominant religious attachments. Unionists are predominantly Protestant (the major Protestant faith is Presbyterianism, the second in terms of size is the Church of Ireland), while nationalists are predominantly Catholic. However, contrary to widespread belief, not all Catholics necessarily support nationalism, and not all Protestants necessarily support unionism. It is also important to note that, in parallel with other parts of Europe, the proportion of the population practising their religious beliefs has fallen dramatically in recent decades, particularly among Catholics and adherents of mainstream Protestant denominations. This has not necessarily resulted in a weakening of communal feeling. From its creation in 1921 until 1972 Northern Ireland enjoyed limited self-government within the United Kingdom, with its own parliament and prime minister. However the Protestant and Catholic communities in Northern Ireland each voted almost entirely along sectarian lines, meaning that the government of Northern Ireland was dominated by the Unionist majority which did not permit Catholics to participate in the government. There have been recent efforts in Ireland to use renewable energy such as wind energy with large wind farms being constructed in coastal counties such as Mayo and County Antrim. Recently what will be the world's largest offshore wind farm is being developed at Arklow Bank off the coast of Wicklow. It is estimated to generate 10% of Irelands energy needs when it is complete. These constructions have in some cases been delayed by opposition from locals, most recently on Achill Island, some of whom consider the wind turbines to be unsightly. Another issue in the Republic of Ireland is the failure of the aging network to cope with the varying availability of power from such installations. Turlough Hill is the only energy storage mechanism in Ireland.
