The state was neutral during World War II but offered some assistance to the Allies. In 1949 the state was declared to be a republic; since that time it has been commonly referred to as the "Republic of Ireland". The state was plagued by poverty and emigration until the 1990s. That decade saw the beginning of unprecedented economic success, in a phenomenon known as the "Celtic Tiger". By the early 2000s, it had become one of the richest countries (in terms of GDP per capita) in the European Union, moving from being a net recipient to a net contributor and from a population with net emigration to one with net immigration. With its improved international reputation, Northern Ireland has recently witnessed rising numbers of tourists who come to appreciate the area's unique heritage. Attractions include cultural festivals, musical and artistic traditions, countryside and geographical sites of interest, pubs, welcoming hospitality and sports (especially golf and fishing). The parliament of the Republic of Ireland is the Oireachtas. The Oireachtas consists of the President and two houses: Dáil Éireann and Seanad Éireann (also known as the Senate). The Dáil is by far the dominant tier of the legislature. The President may not veto laws in most circumstances and the Senate may only delay legislation. The late nineteenth and early twentieth centuries saw a vigorous but unsuccessful campaign for Irish home rule, followed by the eclipse of moderate nationalism by militant separatism. In 1922, following the Anglo-Irish War, the twenty-six counties of Ireland seceded from the United Kingdom as the Irish Free State. The remaining six, in the north-east, remained within the Union as Northern Ireland. Secession for southern Ireland led directly to the Civil War, as militant nationalists split into two factions and turned against one another. The Constitution of Ireland guarantees the rights of the family and the institution of marriage. However, the reality is that social and economic change in recent years has brought about significant changes in family life in the Republic. According to figures published in September, 2004, 31% of all births in the Republic of Ireland occur outside marriage. This compares with 5% in 1980. The average of mothers having their first child was 30 and the fertility is an average of 1.98 children. Since its foundation it has been the stated long-term policy of governments of the state now called the Republic of Ireland to bring an end to the conflict in Northern Ireland and to bring about a united Ireland. Northern Ireland has also, in the past, often been a source of conflict between the Irish Government and the government of the United Kingdom. In order to find a solution to the Troubles the Irish Government became a partner in the Good Friday (Belfast) Agreement in 1998. A ring of coastal mountains surrounds low central plains. The highest peak is Carrauntuohill (Irish: Corrán Tuathail), which is 1041 m (3414 feet). The island is bisected by the River Shannon, at 113 km (70 mi) the longest river in Ireland or Britain. The island's lush vegetation, a product of its mild climate and frequent but soft rainfall, earns it the sobriquet "Emerald Isle". The three most important international airports in the Republic are Dublin Airport, Cork Airport and Shannon Airport. All provide extensive services to the UK, Europe and North America. The Irish national airline Aer Lingus and low-cost operator Ryanair are based at Dublin. Shannon is an important stopover on trans-Atlantic route for refuelling operations. There are several smaller regional airports in the Republic (Galway Airport, Kerry Airport, Knock Airport, Sligo Airport, Waterford Airport) that mostly limit their services to Ireland and the United Kingdom. The state operates under the Constitution of Ireland, also known as Bunreacht na hÉireann, adopted in 1937. The constitution falls broadly within the liberal democratic tradition. It defines the organs of government and guarantees certain fundamental rights. The constitution may only be amended by referendum. Important constitutional referenda have concerned issues such as abortion, the status of the Catholic Church, divorce and the European Union. The all-island Kingdom of Ireland (1541-1801) was incorporated into the United Kingdom in 1801 under the terms of the Act of Union, under which the kingdoms of Ireland and Great Britain merged under a central parliament, government and monarchy based in London. In the early 20th century Unionists, led by Sir Edward Carson, opposed the introduction of Home Rule in Ireland. Unionists were in a minority on the island of Ireland as a whole, but formed a majority in the northern province of Ulster. Therefore, after the First World War, Ireland was partitioned in 1921 under the terms of the Government of Ireland Act 1920 between six of the nine Ulster counties in the northeast (forming Northern Ieland) and the remaining twenty-six counties of the south and west (forming Southern Ireland and became the Irish Free State in 1922). When the latter achieved dominion status, the six Northern Ireland counties — under the procedures laid out in the Anglo-Irish Treaty, 1921 — opted out, and so remain as part of the United Kingdom. The island is often referred to as being part of the British Isles. However, some people, especially in Ireland, take exception to this name, which seems to suggest that both islands belong to Britain. For this reason, "Britain and Ireland" is commonly used as a more neutral alternative. Another suggestion, although much less used, is the Islands of the North Atlantic (IONA). Northern Ireland has been a major factor in Irish politics since the island of Ireland was divided between Northern Ireland and the twenty-six county southern state in 1920. The creation of Northern Ireland led to conflict between northern nationalists (mostly Catholic) who seek unification with the independent southern state and Unionists (mostly Protestant) who wish for Northern Ireland to remain within the United Kingdom. This conflict exploded into a violent conflict in the late sixties known as the 'Troubles' involving groups such as the Provisional IRA, loyalist paramilitaries, the police and the British army. The Troubles have caused thousands of deaths in Northern Ireland but have also spilled over into bombings and acts of violence on Great Britain and in the Republic of Ireland. For much of their existence electricity networks in the Republic of Ireland and Northern Ireland were entirely separate. Both networks were designed and constructed independently, but are now connected with three interlinks and also connected by Northern Ireland Electricity (NIE) though Great Britain to mainland Europe. The Electricity Supply Board (ESB) in the Republic drove a rural electrification programme in the 1940s until the 1970s. Today, Northern Ireland comprises a diverse patchwork of community rivalries, represented in some areas by whole communities where lamp posts and some homes fly the Irish national flag, the tricolour, or the Union Flag, the symbol of British identity, while even the kerbstones in less affluent areas get painted green-white-orange or red-white-blue, depending on whether a local community expresses nationalist/republican or unionist/loyalist sympathies. For a comparatively small country, Ireland has made a disproportionate contribution to world literature in all its branches. The works that are best known outside the country are in English, but Irish Gaelic also has the most significant body of written literature, both ancient and recent, of any Celtic language, in addition to a strong oral tradition of legends and poetry. Poetry in Irish represents the oldest vernacular poetry in Europe, with the earliest examples dating from the 6th century. In more recent times, Ireland has produced four winners of the Nobel Prize for Literature; George Bernard Shaw, William Butler Yeats, Samuel Beckett and Seamus Heaney
