The culture of the people living on the island of Ireland is far from monolithic. Many notable cultural divides exist between the rural people and city dwellers, between the Catholic and Protestant people of Northern Ireland, between the Irish-speaking people within and without the Gaeltacht regions and the English-speaking majority population, between the settled people and the Travellers, and, increasingly, between new immigrants and the native population. With its improved international reputation, Northern Ireland has recently witnessed rising numbers of tourists who come to appreciate the area's unique heritage. Attractions include cultural festivals, musical and artistic traditions, countryside and geographical sites of interest, pubs, welcoming hospitality and sports (especially golf and fishing). The head of state is the President of Ireland. In keeping with the state's parliamentary system of government the President exercises largely a ceremonial role but does possess certain reserve powers. The presidency is open to all citizens who are at least 35. They are directly elected by secret ballot under the Alternative Vote. A candidate may also be chosen by a consensus among the political parties, in which case it is unnecessary to proceed to a ballot. The President is elected to a seven year term; no candidate may serve more than two terms. In carrying out certain of her constitutional functions, the President is aided by the Council of State. The three most important international airports in the Republic are Dublin Airport, Cork Airport and Shannon Airport. All provide extensive services to the UK, Europe and North America. The Irish national airline Aer Lingus and low-cost operator Ryanair are based at Dublin. Shannon is an important stopover on trans-Atlantic route for refuelling operations. There are several smaller regional airports in the Republic (Galway Airport, Kerry Airport, Knock Airport, Sligo Airport, Waterford Airport) that mostly limit their services to Ireland and the United Kingdom. Most Northern Irish Catholics support unification, although opinion polls have shown a minority who support remaining part of the UK, usually while continuing to support nationalist political parties. This proportion has slowly but steadily declined over the course of the Troubles. The proportion of Protestants who wish to join the Republic is smaller. There are also considerable numbers of people who give ambiguous answers to questions about the future constitutional status of Northern Ireland. The whole of Northern Ireland has a temperate maritime climate, rather wetter in the west than the east although cloud cover is persistent across the region. The weather is unpredictable at all times of the year, and although the seasons are distinct they are considerably less pronounced than in interior Europe or the eastern seaboard on North America. Average daytime maximums in Belfast are 6.5°C in January and 17.5°C in July. The damp climate and extensive deforestation in the 16th and 17th Centuries results in much of the region being covered in rich green grassland. Nationalist grievances at Unionist discrimination within the state eventually led to large civil rights protests in 1960s. It was during this period of civil unrest that the Provisional IRA, an extra-legal paramilitary group favouring the creation of a united Ireland, began its campaign of bombings and shootings. Other groups on both the Unionist and nationalist side also began to participate in the violence and the period known as the "Troubles" began. Owing to the civil unrest the British government suspended home rule in 1972 and imposed direct rule. Ireland is divided into four provinces: Connacht (or Connaught), Leinster, Munster and Ulster. These were further divided into 32 counties for administrative purposes. Six counties remain in the United Kingdom as Northern Ireland following Ireland's partition in 1922 (the remaining 26 forming present-day Republic of Ireland); these county boundaries no longer exist in Northern Ireland for administrative purposes, apart from Fermanagh. In the Republic, the county boundaries are still adhered to for local government, albeit with Tipperary and Dublin subdivided (some cities also have their own administrative regions). For election constituencies, some counties are merged or divided, but constitutionally the boundaries have to be observed. Across Ireland, the 32 counties are still used in sports and in some other cultural areas and retain a strong sense of local identity. Today, Northern Ireland comprises a diverse patchwork of community rivalries, represented in some areas by whole communities where lamp posts and some homes fly the Irish national flag, the tricolour, or the Union Flag, the symbol of British identity, while even the kerbstones in less affluent areas get painted green-white-orange or red-white-blue, depending on whether a local community expresses nationalist/republican or unionist/loyalist sympathies. The Constitution of Ireland guarantees the rights of the family and the institution of marriage. However, the reality is that social and economic change in recent years has brought about significant changes in family life in the Republic. According to figures published in September, 2004, 31% of all births in the Republic of Ireland occur outside marriage. This compares with 5% in 1980. The average of mothers having their first child was 30 and the fertility is an average of 1.98 children. The state operates under the Constitution of Ireland, also known as Bunreacht na hÉireann, adopted in 1937. The constitution falls broadly within the liberal democratic tradition. It defines the organs of government and guarantees certain fundamental rights. The constitution may only be amended by referendum. Important constitutional referenda have concerned issues such as abortion, the status of the Catholic Church, divorce and the European Union. The potato would appear to have been introduced into Ireland in the second half of the 17th century, initially as a garden crop. It eventually came to be the main food field crop of the tenant and labouring classes. As a food source, the potato is extremely efficient in terms of energy yielded per unit area of land. The potato is also a good source of many vitamins and minerals, particularly vitamin C (especially when fresh). For much of their existence electricity networks in the Republic of Ireland and Northern Ireland were entirely separate. Both networks were designed and constructed independently, but are now connected with three interlinks and also connected by Northern Ireland Electricity (NIE) though Great Britain to mainland Europe. The Electricity Supply Board (ESB) in the Republic drove a rural electrification programme in the 1940s until the 1970s.
