In 1998, following a Provisional IRA cease-fire, the Good Friday Agreement was concluded and attempts began to be made to restore self-government to Northern Ireland on the basis of power sharing between the two communities. Violence has greatly decreased since the signing of the accord. Northern Ireland is an administrative region and one of four constituent parts of the United Kingdom. It is located on the island of Ireland, where it shares a land border with the Republic of Ireland, the only part of the United Kingdom with a land border. It covers 14,139 square kilometres (5,459 square miles) in the north-east of the island of Ireland, about a sixth of the total area of the island, and has a population of 1,685,000 (April 2001) — between a quarter and a third of the total island's population. There are many references to food and drink in early Irish literature. Honey seems to have been widely eaten and used in the making of mead. The old stories also contain many references to banquets, although these may well be greatly exaggerated and provide little insight to every diet. There are also many references to fulacht fiadh. These were sites for cooking deer, and consisted of holes in the ground which were filled with water. The meat was placed in the water and cooked by the introduction of hot stones. Many fulacht fiadh sites have been identified across the island of Ireland, and some of them appear to have been in use up to the 17th century. Today, Northern Ireland comprises a diverse patchwork of community rivalries, represented in some areas by whole communities where lamp posts and some homes fly the Irish national flag, the tricolour, or the Union Flag, the symbol of British identity, while even the kerbstones in less affluent areas get painted green-white-orange or red-white-blue, depending on whether a local community expresses nationalist/republican or unionist/loyalist sympathies. Prior to the Government of Ireland Act 1920 the island had existed for centuries as one unified political entity, either on its own (as the Lordship of Ireland, the Kingdom of Ireland) or as part of the United Kingdom of Great Britain and Ireland. Prior to English rule in mediæval times the island was made up of a patchwork of small kingdoms that were people and clan rather than territory-based. At the top of this system was the Ard Ri or High King of Ireland. See Irish States (1171-present). The late nineteenth and early twentieth centuries saw a vigorous but unsuccessful campaign for Irish home rule, followed by the eclipse of moderate nationalism by militant separatism. In 1922, following the Anglo-Irish War, the twenty-six counties of Ireland seceded from the United Kingdom as the Irish Free State. The remaining six, in the north-east, remained within the Union as Northern Ireland. Secession for southern Ireland led directly to the Civil War, as militant nationalists split into two factions and turned against one another. In 1800 the Irish Parliament passed the Act of Union which, in 1801, merged the Kingdom of Ireland and the Kingdom of Great Britain to create the United Kingdom of Great Britain and Ireland. The whole island of Ireland would remain within the United Kingdom, rule directly by the UK Parliament in London. The nineteenth century saw considerable economic difficulties for Ireland, including the Great Famine of the 1840s in which about 750,000 people died and another million were forced to emigrate. The whole of Northern Ireland has a temperate maritime climate, rather wetter in the west than the east although cloud cover is persistent across the region. The weather is unpredictable at all times of the year, and although the seasons are distinct they are considerably less pronounced than in interior Europe or the eastern seaboard on North America. Average daytime maximums in Belfast are 6.5°C in January and 17.5°C in July. The damp climate and extensive deforestation in the 16th and 17th Centuries results in much of the region being covered in rich green grassland. Under the Belfast Agreement (also known as the Good Friday Agreement) and Article 3 of the constitution a North-South Ministerial Council and six North-South Implementation Bodies coordinate activities and exercise a limited governmental role within certain policy areas across the whole island of Ireland. The Implementation Bodies have limited executive authority in six policy areas. Meetings of the Council take the form of meetings between ministers from both the Republic's Government and the Northern Ireland Executive. Ireland (Éire in Irish) is the third-largest island in Europe. It lies on the west side of the Irish Sea, close to the island of Great Britain. It is composed of the Republic of Ireland which covers five sixths of the island (south, east, west and north-west) and Northern Ireland, a part of the United Kingdom, which covers the northeastern sixth of the island. The population of the island is approximately 5.7 million people, most of whom live on the east coast. Executive authority is exercised by a cabinet known simply as the Government. The Government consists of the Taoiseach (prime minister), the Tánaiste (deputy prime minister) and up to thirteen other ministers. The Taoiseach is appointed by the President, after being designated by Dáil Éireann (the lower house of parliament). The remaining ministers are nominated by the Taoiseach and approved by the Dáil. The Government must enjoy the confidence of Dáil Éireann and, in the event that they cease to enjoy the support of the lower house, the Taoiseach must either resign or persuade the President to dissolve the Dáil, in which case a general election follows. The Constitution of Ireland guarantees the rights of the family and the institution of marriage. However, the reality is that social and economic change in recent years has brought about significant changes in family life in the Republic. According to figures published in September, 2004, 31% of all births in the Republic of Ireland occur outside marriage. This compares with 5% in 1980. The average of mothers having their first child was 30 and the fertility is an average of 1.98 children. Chinese and Urdu are also spoken by Northern Ireland's Asian communities. According to the most recent census returns, Chinese is now the second most widely spoken language, though the 8000-strong Chinese community — while often referred to as the "third largest" community in Northern Ireland — is tiny by international standards. Ulster Scots comprises varieties of the Scots language spoken in Northern Ireland. Many claim it has become a separate language, descended from Scots in Scotland, whereas others question whether Scots is a separate language from English at all, or simply a collection of local dialects of Scottish and Northern Ireland Hiberno-English.
